If I can't find a licence etc.. I would hand it into the police... If no one claims it the money will be mine... If someone does claim it, they will be eternally gratefull.

99.99 % of wallets have the owners identification or contact info somewhere inside. I would contact the owner of the wallet and keep the police out of it! (see more)

This actually happened to me last year. I found a wallet with cash inside. I got in contact with the owner and he was so happy. We worked it out that i would Priority Mail him the wallet and in return he said he would pay me a reward for my honesty. (That damn guy never even sent me the money for the shipping charge!!!! However, i'd still probably do the same thing the next time. I think it's the right thing to do. If there was no contact information though, then that is a way different story.
