I would give a little time for them to decide if they are going to help with the extermination of the terrorist organisation+slapping them with sanctions. If they diecide not to help but to hide them. I will send a small and fast strike force which will capture their president and ministers. After taking over the government and showing the world the people who hide terrorists in their country. If the host government hides/supports the responsible organization, as you say, I would address the UN and the American people calling it an act of war comparable to the Japannese attack on Pearl Harbor. Then convince congress to declare War against Pakistan and wipe them off the map. If the Pakistani government sees the error of their way, I would instead use our then extensive network of intelligence assets in the region to assassinate everyone associated with the responsibe orginization. Immediately following the attack, the CIA informs you that a large terrorist organization in Pakistan claims responsibility for the attack.
