What i will do is -

I would give a little time for them to decide if they are going to help with the extermination of the terrorist organisation+slapping them with sanctions. If they diecide not to help but to hide them. I will send a small and fast strike force which will capture their president and ministers. After taking over the government and showing the world the people who hide terrorists in their country. The terrorist extermination can begin but not with a massive army , because this is not a war , this is an extermination of vermin. I can say much more but noone will read it :D

My Fellow Americans. Let's get right to it. We know who is responsible for this and it's time to end this. I've called the Russian President and the Chinese President and we've decided that the three of us are going to divide the entire middle east among ourselves. There is nothing they can do to stop us or we will all launch nukes at them and destroy them all. They will become states of the US, Russia and China under our rule after an NFL type draft is held. USA will pick first because we won the lottery, China will pick second etc we each choose a country to own until all those who house terrorists are owned by one of the big three. Then we will clean it out from within. If they resist our nukes will turn them to glow in the dark dust. You fucked with the wrong people, now we own you. HAVE A NICE DAY. Let the draft begin. With the first pick, the USA will now OWN, Saudi Arabia and all it's assets. With the Second Pick, China selects IRAN, The Russians select ...etc.

If the host government hides/supports the responsible organization, as you say, I would address the UN and the American people calling it an act of war comparable to the Japannese attack on Pearl Harbor. Then convince congress to declare War against Pakistan and wipe them off the map. If the Pakistani government sees the error of their way, I would instead use our then extensive network of intelligence assets in the region to assassinate everyone associated with the responsibe orginization. And I mean everyone.
