The videos make International headlines, but as the NCIS team investigates, they learn that the sailors had orchestrated the whole concept as a hoax. They had gone on shore leave, paid civilians to act in their videos, but maintained that they had never hurt anyone and that it had been a clever, yet twisted, video idea.
Using IBY HQ's proprietary technologies, the NCIS team tracks the real culprit to an internet cafe in Basra.
Somehow an Al Qaeda operative had seen their competition, followed them to Kuwait City, and killed the people that had acted as victims in the hoax videos.
