I would give a little time for them to decide if they are going to help with the extermination of the terrorist organisation+slapping them with sanctions. If they diecide not to help but to hide them. I will send a small and fast strike force which will capture their president and ministers. After taking over the government and showing the world the people who hide terrorists in their country. The terrorist extermination can begin but not with a massive army , because this is not a war , this is an extermination of vermin. I can say much more but noone will read it :D
