Lord is My Shepherd...

It's not brief in the scope of the definition of "an excerpt". However, it entirely fits the criteria of the definition given the context in which the material comes from. The bible is a LARGE BOOK,

It may be a "whole chapter", but it's a 'brief' chapter in scope of the bible which makes it a passage which makes it a quotation!

Just like with anything, were looking for something to disqualify it. Therefore it not being "brief" disqualifies it. This isn't a passage, it's many passages in the book. It's a whole chapter.

But it defies the keyword brief. They wouldn't have put the word brief, had that not been important. By your definition of "to repeat words from a book", I can quote an entire book. Wrong.
