Tell them to GO HOME!! Oh wait... But then again, some of them DO have homes.
No seriously, I agree that you should not give them any money. Food is better. That change will just go to cigarettes, alcohol or cheap forms of drugs ("glue").
My best response is "GET A JOB!" even if it means starting from the bottom or doing volunteer work in a community place, church, temple or charitable organization.
