If the host government hides/supports the responsible organization, as you say, I would address the UN and the American people calling it an act of war comparable to the Japannese attack on Pearl Harbor. Then convince congress to declare War against Pakistan and wipe them off the map. If the Pakistani government sees the error of their way, I would instead use our then extensive network of intelligence assets in the region to assassinate everyone associated with the responsibe orginization. And I mean everyone.
